Mauritius is actively exploring a deeper partnership with China to modernize its housing and urban development landscape, signaling a strategic shift towards high-technology solutions for national planning. This potential collaboration was the focus of a high-level meeting on October 10, 2025, between Mauritius's Minister of Housing and Lands, Mr. Shakeel Ahmed Mohamed, and the Ambassador of the People's Republic of China, Dr. Huang Shifang.
At the heart of the discussion is Mauritius's ambition to implement a "digital twin," a sophisticated virtual modeling tool for advanced urban planning. Minister Mohamed highlighted China's significant development in this field and expressed a clear desire to establish a partnership to introduce this cutting-edge technology to the island nation. This move indicates a forward-looking approach, aiming to leverage data-driven simulations to manage urban growth, infrastructure development, and resource allocation more effectively.
This initiative builds upon a solid foundation of existing cooperation. China has been a key partner in various Mauritian infrastructure projects, including social housing, and the relationship has fostered significant knowledge transfer. Underscoring this, Minister Mohamed extended his gratitude for China's ongoing support in capacity building, noting that 24 officials from his ministry have already benefited from free, specialized training in urban planning.
The proposed enhancement of this partnership aligns with the broader economic and diplomatic ties between the two nations, particularly under the framework of the Mauritius-China Free Trade Agreement (FTA), the first such agreement between China and an African country. This FTA facilitates cooperation across numerous service sectors, including construction, creating a formal pathway for Chinese firms and expertise to engage in Mauritian development.
This potential venture into advanced urban technology could mark a new chapter in the Sino-Mauritian relationship, moving beyond traditional infrastructure support to a more integrated, technology-focused development partnership.
