Telfair Makes History as Africa's First Green-Certified Neighbourhood

Mauritius just rewrote the African urban development playbook. Telfair, Moka Smart City's central district, achieved something extraordinary. It became Africa's first LEED-ND certified neighbourhood.

The U.S. Green Building Council awarded this prestigious recognition. LEED for Neighbourhood Development represents the gold standard. It evaluates entire communities, not just buildings.

The official certificate handover ceremony took place on May 27, 2025. Gopalakrishnan Padmanabhan from the U.S. Green Building Council presented the certificate to Johan Pilot, CEO of ENL Property. The ceremony was held at Thirsty Bistro in Telfair. Minister Rajesh Bhagwan attended alongside Govinden Venkatasami (Member of Parliament, constituency of  Moka and Heerooa Ramnarain, Chairman of the Moka District Council.

ENL Group's twenty-year vision finally paid off. They designed Moka as an integrated ecosystem. Not merely another real estate project.

The certification process was rigorous and demanding. International experts assessed over 100 strict criteria. They examined accessibility, public spaces, and sustainability. Mixed-use development and resource management were scrutinized.

The achievement positions Mauritius as Africa's sustainability leader. The ceremony celebrated this groundbreaking milestone.

The numbers tell an impressive story. Moka created over 13,000 jobs directly. It supports 2,000 active businesses currently. The education ecosystem serves 14,000 students.

Environmental commitment runs deep throughout Telfair. ENL planted 13,000 endemic trees in 2024. La Promenade spans six kilometers connecting neighbourhoods. Green spaces constitute 35% of the city.

This "15-minute city" concept works brilliantly. Residents access daily necessities without cars. Pedestrian paths stretch 5.5 kilometers currently. The ultimate goal reaches 18 kilometers.

Gilbert Espitalier-Noël called it transformational. "This signals what Mauritius can achieve," he said. Vision, structure, and collaboration made it possible.

The certification positions Mauritius as a sustainability pioneer. Telfair proves developing nations can achieve excellence.

This achievement transcends simple property development. It demonstrates responsible growth is possible. Economic development and environmental stewardship can coexist.
