New Digital Platform (PAMS) to boost Property sector

Editorial May 16, 2025

The Economic Development Board (EDB) unveiled on May 15, 2025,  its new Property Acquisition Management System (PAMS). This digital platform, officially integrated into the National E-Licensing System, represents a substantial shift in how property transactions are processed across the island nation.

PAMS wasn't deployed overnight – the EDB took a calculated approach, first soft-launching an Android mobile application in the past months. This phased implementation allowed developers to gather crucial user feedback before the full platform roll-out.

For investors and developers navigating Mauritius's property market, the timing couldn't be more strategic. The platform eliminates cumbersome paperwork that has historically slowed transaction velocity in what is otherwise one of Africa's most dynamic real estate markets.

Looking beyond the headline features, PAMS supports a comprehensive range of property investment schemes:

  • Smart City Scheme (SCS) acquisitions
  • Property purchases for business purposes
  • G+2 apartments
  • Residential properties valued at USD 500,000+
  • Property Development Scheme (PDS)
  • Invest Hotel Scheme (IHS)
  • Integrated Resort Scheme (IRS)
  • Real Estate Scheme (RES)
  • Acquisition of Property (AOP) by non-citizens

What does this mean for actual investors? The platform creates a unified digital entry point for property transactions that previously required navigating multiple regulatory channels – potentially accelerating approval timelines and improving market liquidity.

Tech Innovation

Perhaps most notably, the Android mobile application features an AI-powered chatbot providing instant assistance to users – a technological leap that positions Mauritius alongside more established digital property markets globally. This feature alone could significantly reduce the administrative friction that has historically challenged foreign investors unfamiliar with local procedures.

The platform's architecture as a secure, web-based system is integrated with the existing NELS ecosystem.
